Description

Guilford County Purchasing Department is soliciting proposals from qualified firms to provide end-to-end advisory and oversight for selecting and implementing a modern, cloud-based Records Management System (RMS) and Jail Management System (JMS) to replace the current on-premises platform. The Journey Partner will lead strategy, RFP development, vendor evaluation, implementation oversight, risk management, and benefits realization through stabilization. The project involves multiple phases including strategy, RFP development, solution design, build/configuration, testing, cutovers, and stabilization. The contract term is three years with no option to renew, and the project is projected to begin July 1, 2026, through June 30, 2030.
