Competitive BPA Call Order for Mowing and Mastication Services at Deschutes National Forest

This notice announces a competitive procurement opportunity for land management services at the Deschutes National Forest in Oregon. - The U.S. Department of Agriculture (USDA) Forest Service will issue a Blanket Purchase Agreement (BPA) Call Order under the Land Management Integrated Resources (LMIR) BPA. - Services required: mowing and mastication of brush and small live conifer trees (less than 2 inches in diameter at breast height) across 1,438 acres (1,201 mandatory, 237 optional). - Only companies already approved and listed on the LMIR BPA (currently 129 businesses) are eligible to compete for this opportunity. - No specific OEMs, vendors, or part numbers are identified; the requirement is for professional land management services. - The procurement is set aside for SBA-eligible businesses and will be awarded competitively among BPA holders. - The LMIR BPA is a national, multiple-award vehicle open to all federal agencies for a range of professional and natural resource services. - Place of performance is the Deschutes National Forest, with the supervisor's office located in Bend, Oregon.

Description

The USDA Forest Service (FS), Procurement & Property Services (PPS) is issuing this special notice as a means of complying with the USDA’s policy in the Contracting Desk Book, SUBPART 413.3—SIMPLIFIED ACQUISITION METHODS, 413.303 Blanket Purchase Agreements (BPAs).  The USDA FS intends on awarding a competitive BPA Call Order against the LMIR BPA to Secure services to mow/masticate existing brush and small standing live small conifer trees less than 2” dbh (seedlings) on 1438 acres (1201 mandatory and 237 optional acres) in the Deschutes National Forest Bend, OR.

The Land Management Integrated Resources BPA (LMIR) is a National BPA that consist of a large variety of work including Professional Services, Natural Resources Restoration, Engineering, Project Management, NEPA, Communications, and more. The BPA can be utilized on all Forests and Grasslands and is available for all federal agencies to utilize.

This is not a solicitation.  This synopsis notification of intent to award a BPA Call order does not constitute a request for proposals or submission of any information in response to this notification.

This procurement is restricted to those approved companies eligible for call orders under the Land Management Integrated Resources BPA (LMIR) for USFS.  There are currently 129 businesses that will receive this solicitation.  The Call Order shall be issued via email to those companies listed on the BPA.  Any changes to the Call Order RFQ shall also be emailed to those companies listed on the BPA.  Point of Contact is sm.fs.lmirbpa@usda.gov.

This requirement will be competitively awarded as a BPA Call Order against the aforementioned multiple award schedule BPAs continuously solicited on the Government Point of Entry (GPE) at: SAM.gov.  The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice, however, the LMIR BPA is an open continuous BPA that allows us to accept responses for the life of the BPA.  Search “Contracts” on sam.gov using solicitation number “12363N23Q4023”.  The LMIR BPA has a continuous pre-solicitation sharing so that contractors may submit a proposal to join the BPA at any point in time by reaching out to the LMIR Team at SM.FS.lmirbpa@usda.gov.
