Description

Statement of Work. (a) The statement of work for this requirement is attached as SOW AE 610-26-102 1. SF 330 Preparation. (a) Complete the SF 330 per the latest format from the GSA Library available at https://www.gsa.gov/forms-library/architect-engineer-qualifications. (b) Tailor the SF 330 to the Submission Criteria identified in paragraph three and the Statement of Work. (c) Limit SF 330 packages to fifty (50) pages. If the submission has more than fifty pages, only the first fifty pages will be evaluated. Past performance page count is addressed in para 3(d)(3). (d) The SF 330 submission must be a single file that does not exceed 15 MB; larger emails may be rejected by the network server and will be considered non-responsive. 2. SUBMISSION CRITERIA. The government will evaluate each potential firm under the criteria described below, in descending order. (a) Professional qualifications necessary for satisfactory performance of required services. (1) Using SF 330 block E, submit personal resumes and relevant information for key and responsible personnel. (b) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Complete using SF 330 blocks F and H. (1) Submit no more than five (5) projects to highlight your experience. Focus on projects of a similar size and scope when possible. Relevant experience should be from 2021 or later. (c) Capacity to accomplish the work in the required time. (1) Using SF 330 block H, provide a narrative that describes the firm s work capacity and ability to complete this project in a timely manner; (d) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (1) Using SF 330 block H, for projects identified in Specialized Experience, provide a Past Performance Questionnaire (PPQ) and/or Contractor Performance Assessment Reporting System (CPARS), (2) Data from other projects not included under Specialized Experience criteria are acceptable (such as cost control or schedule delays) in tables or charts, (3) PPQs and CPARS will not be included with the page count maximum if they are inserted as the very last pages of the SF 330; (e) Location in the general geographical area of the project and knowledge of the locality of the project; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. (1) Using SF 330 block H, provide a narrative that describes the firm s experience in Marion, IN, or the regional area; and (f) Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work and cost estimates. (1) Using SF 330 block H, for each project identified in Specialized Experience, provide a narrative that describes the firm s approach and performance during recent and relevant construction period services. (g) The extent to which potential contractors identify and commit to the use of service-disabled veteran-owned small businesses, veteran-owned small businesses, and other types of small businesses as subcontractors. (1) Using SF 330 block H, provide a narrative that describes the firm s approach to supporting SD/VOSB small businesses. 3. SUBMITTAL INSTRUCTIONS. All interested and capable firms must submit an electronic copy of their SF 330s via email by the closing time/date of this Presolicitation announcement. Note the following: Submissions must be received by the Dept of Veterans Affairs network server prior to the submission deadline. Submit SF330 package via email to contract specialist: Elizabeth.Wagoner@va.gov. The email subject must include the firm name and the complete solicitation number. No physical documents will be accepted.
