Description

The New York State Education Department (NYSED) Office of Special Education and ACCES-Adult Career and Continuing Education Services is seeking proposals for a program to develop and deliver a computer-based and paper-based New York State High School Equivalency test in English and Spanish. The program must include a system-agnostic test administration platform for computer-based tests, secure administration for paper-based tests, scoring and reporting systems, ADA-compliant accommodations management, candidate access to scheduling and practice tools, and support and training for test centers and NYSED staff. The program must be implemented by January 1, 2027, with preparatory work starting November 1, 2026. The contractor must support existing infrastructure and comply with NYSED’s M/WBE participation goals.
