The U.S. Embassy Libreville, under the Department of State, is soliciting quotes for a 20-foot prefabricated Hazardous Materials (HAZMAT) Storage Container to be delivered to Libreville, Gabon. - Government Buyer: - U.S. Department of State, U.S. Embassy Libreville, Facility Office - Products/Services Requested: - One (1) 20-foot prefabricated HAZMAT storage container - Must comply with OBO/SHEM, NFPA 30, OSHA, EPA, and host-nation regulations - Features required: fire protection, ventilation, spill containment, secure access, and sustainable product certifications - Minimum 1-year warranty (3 years preferred) - Services included: - Pre-commissioning and testing (verification of ventilation, spill containment, leak detection, alarm systems) - User orientation for embassy staff (safe use, inspections, maintenance) - Technical documentation (O&M manuals, certifications, test reports, warranty docs) - Shipping CIF to Libreville Port (including all export/import, customs, and shipping arrangements) - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Unique/Notable Requirements: - Delivery must be completed within 30 days of contract award (within 4 months maximum) - Award to lowest priced, technically acceptable offeror - Electronic submission of offers required - Registration in System for Award Management (SAM) is mandatory - Advance payments are not authorized; mixed quotes will be disqualified - Compliance with U.S. and host-nation safety and environmental standards is mandatory - Place of Performance/Delivery: - U.S. Embassy Libreville, BP. 4000 Sablire, Libreville, Gabon - Delivery to Libreville Port, Gabon

Description

The Facility office of the American Embassy Libreville has a requirement for the purchase of one (1) 20‑Foot Prefabricated Hazardous Materials (HAZMAT) Storage Container.

Please note that this is a this is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart  12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.

The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2024-05. 

Offers are due by Tuesday June 18, 2026, at 10:00 a.m., local time.

This opportunity allows for electronic responses. Please submit your offer prior to the response date and time (In pdf and Microsoft Excel formats).  The file size must not exceed 30MB.  If the file size should exceed 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
