The U.S. Air Force is seeking qualified 8(a) small business contractors for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide comprehensive paving and maintenance services at Davis-Monthan Air Force Base (AFB) in Tucson, Arizona. - Government Buyer: - U.S. Air Force, 355th Contracting Squadron, Davis-Monthan AFB - Air Combat Command, Civil Engineer Office - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named in the solicitation or attachments. - Products/Services Requested: - Full-scope airfield, street, and parking lot maintenance and repair - Demolition, utility work, sub-grade preparation - Concrete curb, base course, asphalt surface, sidewalk, striping, drainage - Rubber removal, crack sealing, fog sealing, slurry sealing - Mobilization/demobilization of light, medium, and heavy equipment - Surveying, quality control testing (concrete, aggregate, asphalt) - Traffic control, signage, pavement markings, and reflective markers - Installation of drainage structures, culverts, steel bollards, and accessibility ramps - Runway rubber removal (up to 4,000,000 SF) - Notable line item quantities include: - 400 SY cold mill asphalt pavement - 30,000 LF crack seal asphalt pavement - 24,000 SF fog seal asphalt pavement - 1,000 tons bituminous surface course (3" in 1 lift) - 10,000 LF each for concrete spall repair, reseal joints, and crack repair - 4,000,000 SF runway rubber removal - 30 instances of supervision and traffic control - Unique or Notable Requirements: - 100% 8(a) small business set-aside; firms must demonstrate bonding capability - Contractor must comply with strict security, safety, and access requirements at Davis-Monthan AFB - Pre-conference meeting required (minimum order, $2,000) - Multiple task orders anticipated throughout the five-year period - Quality control, environmental compliance, and detailed material/construction specifications are emphasized - Mobilization includes equipment transport up to 25 miles - Estimated Contract Value: - Between $5,000,000 and $10,000,000 - Period of Performance: - Five-year ordering period, with work to be completed by December 31, 2031

Description

Department of the Air Force, Air Combat Command, 355th Contracting Squadron, will solicit for a Firm Fixed Price Indefinite Delivery Indefinite Quantity contract at Davis-Monthan AFB, Tucson, AZ. The applicable North American Industry Classification System (NAICS) code is 237310 with a small business size standard of $45M. This project requires performance of all operations associated with airfield/street/parking lot maintenance and repair including demolition, utility work, sub-grade preparation, concrete curb, base course, asphalt surface, sidewalk, striping, drainage, rubber removal on Davis-Monthan AFB, AZ. The project magnitude is between $5,000,000 and $10,000,000.THIS PROCUREMENT IS A COMPETITIVE 8(a) SET-ASIDENOTICE TO OFFEROR(S)/SUPPLIER(S): FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. NO AWARD WILL BE MADE UNDER THIS SOLICIATION UNTIL FUNDS ARE AVAILABLE.THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE. IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS. The successful contractor shall be selected based on the lowest bid and upon determination by the Contracting Officer that the prospective contractor is responsible IAW FAR 9.1. An initial Pre-Performance conference will be held at DMAFB, Tucson, AZ. The performance period for this project is anticipated to be 5 years.
