The U.S. Coast Guard Aviation Logistics Center in Elizabeth City, North Carolina, is seeking quotations for the repair of two Valve, Low Limit TEM units for the HC-27J aircraft. - Government Buyer: - U.S. Coast Guard, Aviation Logistics Center (ALC), Elizabeth City, NC - OEM and Vendor Requirements: - The required valves are manufactured by Honeywell International, Inc. (CAGE Code 70210) - Repairs must be performed by Honeywell, an OEM Authorized Repair Center, or an FAA Certified 145 Repair Center - Offerors must have access to Honeywell OEM parts, technical expertise, and comply with OEM Component Maintenance Manual and Statement of Work - FAA airworthiness certification or Certificate of Conformance is required with each repaired component - Products/Services Requested: - Repair of 2 Valve, Low Limit TEM units (NSN 1660-01-522-6902, Part Number 3291542-2) - Services include inspection, failure analysis, repair, overhaul, cleaning, corrosion treatment, and testing per OEM and FAA requirements - Notable Requirements: - Strict quality assurance, packaging, and shipping instructions - Delivery required within 90 days after receipt of order (ARO); early and partial deliveries are acceptable - No technical drawings or schematics provided by the government - Prohibition on use of certain foreign telecommunications and drone equipment - Only F.O.B. Destination or Origin shipping terms accepted

Description

This is a solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice.  This announcement constitutes as the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03826QW0000071 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is an unrestricted solicitation. All responsible sources may submit a quotation which shall be considered by the agency.

It is anticipated that a firm-fixed price purchase order shall be awarded on a competitive basis as a result of this solicitation for the following items:

Sources must be able to obtain the required technical expertise, engineering data, and Original Equipment Manufacturers (OEM), Honeywell International, Inc. (Cage Code 70210) parts required to successfully perform the required repairs. Concerns having the expertise and required capabilities to provide these repairs are invited to submit offers in accordance with the requirements stipulated in this solicitation.

The contractor shall furnish a Certificate of Conformance (COC) IAW FAR clause 52.246-15. The COC must be submitted in the format specified in the clause.

NOTE: NO DRAWINGS, SPECIFICATIONS, OR SCHEMATICS ARE AVAILABLE FROM THE USCG.
