Description
The National Institute of Health (NIH) intends to negotiate and award a purchase order without providing for full and open competition to CARESTREAM HEALTH, INC (Rochester, NY). The purpose of this requirement is to procure The purpose of this requirement is to provide a firm-fixed-price contract for maintenance renewal on four (4) Carestream Lux35 Glassless Wireless Detectors in the General X-ray Section of the Radiology and Imaging Sciences (RADIS) within the NIH Clinical Center.
The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted, CARESTREAM HEALTH, INC is the Original Equipment Manufacturer (OEM) of the Carestream Lux35 Glassless Wireless Detectors with the below mandatory requirements. These detectors are required to support the imaging needs of the ICU, SCSU, operating suites, and clinical care units within the Clinical Center. The General section services are crucial to the care and treatment of patients throughout the Clinical Center and NIH to providing on-site 24-hour diagnostic imaging.
Carestream detectors are required to be used with existing Carestream digital imaging equipment. Other vendor’s detectors are not compatible with Carestream digital imaging equipment. The Carestream Glassless Wireless Detectors are proprietary to Carestream and only the Carestream engineers are trained to service/maintain the detectors.
Finally, a review of the GSA Advantage, Dynamic Small Business Search, and previous government acquisitions returned no results that meet all of the requirements. Therefore, only CARESTREAM HEALTH, INC. is capable of meeting the needs of this requirement.
