Sources Sought: OnRamp Hub Washington State Innovation Center Services

The Department of Defense, through Washington Headquarters Services and the Defense Innovation Unit (DIU), is seeking sources for the OnRamp Hub Washington State initiative to accelerate commercial technology adoption for national defense. - Government Buyer: - Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate - Defense Innovation Unit (DIU) - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named in the solicitation or attachments. - Requested Services: - Establishment and operation of an OnRamp Hub as a regional innovation center - Ecosystem intelligence and commercial technology discovery - OnRamp facilitation and structured technology exchange events - Mission-focused technology scouting and readiness assessments - Business intelligence and due diligence services (including risk analysis for adversarial capital, FOCI, supply chain, and technology transfer) - Mission and resource alignment to support technology transition - Technology validation, including independent verification and validation (IV&V) and access to test facilities - Key Requirements: - Facility must support collaboration and events for up to 100 people - Key personnel: Managing Director, Program Manager, Ecosystem Engagement Lead - Minimum 10% non-federal cost share required - Data reporting and communications must align with DIU standards - No specific products, part numbers, or quantities are listed - Place of Performance: - OnRamp Hub dedicated space (federal facility) - Contracting office: WHS Acquisition Directorate, 1155 Defense Pentagon, Washington, DC
