FY26 Q4 Food Service Supplies Solicitation for FPC Yankton

The Federal Bureau of Prisons at FPC Yankton is seeking small business suppliers for a wide range of food service products for the fourth quarter of FY26. - Government Buyer: - Department of Justice, Federal Bureau of Prisons, FPC Yankton Financial Office - Products/Services Requested: - Over 50 types of food service products, including: - Kosher beverages and jelly (e.g., 15 packets of kosher drink powder, 75,200 units of assorted kosher jelly) - Meats: beef patties (4,000 lbs), ground beef (5,500 lbs), roast beef (4,000 lbs), chicken leg quarters (11,000 lbs), boneless/skinless chicken (7,000 lbs), fish fillets (3,500 lbs), pork roast (1,000 lbs), turkey roast (3,000 lbs) - Dairy: butter (540 lbs), cheddar cheese (800 lbs), mozzarella cheese (560 lbs) - Dry goods: black beans (1,000 lbs), garbanzo beans (5 cases), kidney beans (750 lbs), pinto beans (800 lbs), rice (4,000 lbs), oatmeal (2,500 lbs), pasta (various types, 300–1,000 lbs each) - Canned and packaged vegetables: green beans, carrots, corn, peas, spinach, beets, mixed vegetables, tomatoes, salsa, jalapenos, pimentos - Condiments: mayonnaise (300 gallons), mustard, Caesar and Italian dressings, pickle relish, catsup - Other: coffee (8,000 lbs), brown sugar (500 lbs), garlic powder, non-fat dry milk, salad oil, soup bases, tortilla chips, flour tortillas (9,360 each), disposable napkins (16 cases) - Quantities: - Quantities range from 5 cases (e.g., garbanzo beans, pimentos) to 75,200 units (kosher jelly) - Unique/Notable Requirements: - All products must meet specific USDA or grade standards (e.g., U.S. Grade A for meats and vegetables, kosher certification for certain items) - Delivery must be completed within 30 days after award, only between 8:00 am and 2:00 pm CST on non-federal holidays - 100% small business set-aside; vendors must be registered in SAM.gov - Deliveries to be made to FPC Yankton's receiving warehouse - OEMs and Vendors: - No specific OEMs or brand names are mentioned; products must meet federal and kosher standards

The Federal Bureau of Prisons, Federal Prison Camp (FPC) Yankton, located in Yankton, South Dakota, is issuing this a combined synopsis/solicitation for FY26 Quarter 4 Food Service. This solicitation is set aside exclusively for small businesses. Interested vendors are invited to submit quotes based on the specifications outlined in the request for quotation.

Important Information:

Vendors are required to have registration in SAM.gov. The combined synopsis-solicitation is expected to be available on SAM.gov on May 11, 2026. All quotes must be submitted using the specified format provided and received by May 20, 2026, no later than 11:30 AM Central Standard Time.

Delivery and Award Information:

Deliveries will only be accepted after the effective date, as noted on the SF18 issued by the Contracting Officer. The Estimated delivery period will be from June 1st 2026 through June 30th 2026. Deliveries shall be pre-arranged/scheduled with the receiving warehouse. Deliveries are to be made to: FPC Yankton 1016 Douglas Avenue Yankton, SD 57062

Proposal Submission:

Offers must be submitted electronically to Dominick Warmbein, Contract Specialist, at dwarmbein@bop.gov or Michael Peitz, Property & Procurement Specialist, at mpeitz@bop.gov, on or before the due date specified in the solicitation (refer to page 1, Block 10). Quotes will not be accepted via telephone or fax. All inquiries must be submitted via email in the specified format with a signature.

Additional Information:

Faith-Based and Community-Based Organizations are eligible to submit quotes on an equal basis with other organizations for contracts for which they meet the eligibility requirements. The anticipated award date for this solicitation will be on or around May 22, 2026. Evaluation criteria will be detailed within the synopsis-solicitation.
