Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The Government intends to use the procedures in FAR Part 13, Simplified Acquisitions Procedures, and FAR Part 12, Commercial Items. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice is hereby issued as RFQ No. NRC142082-26-A2A9. This is a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2023-05, Commerce Acquisition Regulations (CAR), and NOAA Acquisition Manual version 2023-3.
This is set-aside 100% for a Small Business. The requirement’s North American Industrial Classification System (NAICS) code is 334419 Other Electronic Component Manufacturing; the corresponding size standard is 750 Employees. The resultant Purchase Order (PO) will be a firm-fixed price PO. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. No partial quotes will be considered. No partial awards will be made.
Scope of Purchase The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Reconditioning Center (NRC) intends to purchase the following equipment: 27 each PHASE SPLITTER/AMPLIFIER, RDL PN: 111342, MATRIX TEST EQUIPMENT PN: AS-1900, ASN: R400-4A1A2A9, NSN: 5915-01-421-4352. The units shall be packaged to prevent damage, including physical, electrical, mechanical, and cosmetic damage. The units shall not be damaged or lose performance capability. Only firms that can provide the exact power supplies described herein will be considered responsive to this notice.

Evaluation Factors CAR 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures The Government intends to issue a Purchase Order (PO) resulting from this RFQ to the responsible quoter whose quote offers the best value, considering both price and non-price factors, based on a comparative evaluation per FAR 13.106-2(b)(3). "Best value" means the acquisition outcome that provides the greatest overall benefit to the Government. All evaluation factors other than cost or price, when combined, are slightly more important than cost or price. Each response must meet the minimum requirements of the solicitation. The Government reserves the right not to award a PO for this requirement.
The evaluation factors include: Delivery Terms: The quoted delivery terms will be evaluated. Provide a detailed production plan including delivery timeframe (X weeks after receipt of a signed PO). Faster delivery and earlier return passing acceptance are more favorable. Penalties apply for late delivery: 2% deduction for the first 14 days late, and an additional 5% for every 30 days thereafter. Price: The quoted price shall be all-inclusive, firm fixed, including return shipping costs, and compliant with the specifications and requirements listed in the SOW. Equipment not meeting conditions will be returned for rework at no cost to the government. The place of acceptance is: National Reconditioning Center, 14200 Merritt Rd, Grandview, MO 64030. Offers will be evaluated by summing total prices, including return shipping and discounts.
Submission Requirements The offeror must submit all of the following to be considered compliant: Written quote valid for at least 30 days, including expiration date, company name, address, Unique Entity ID, CAGE code, Point of Contact, email, and phone number. Pricing inclusive of all costs, including shipping, and product description per specifications. Delivery terms to our facility. Address all evaluation factors and sub-factors. Response to CAR 1352.209-74, Organizational Conflict of Interest – Warrant and Disclosure. Failure to submit all requested items may result in non-compliance.
