Technical Rescue Training and Curriculum Development for Mexican Responders

This opportunity seeks a contractor to develop and deliver technical rescue training and curriculum for Mexican emergency responders, under the direction of the US Space Force and NORAD/USNORTHCOM. - Government Buyer: - United States Space Force, Space Operations Command (SpOC), Space Acquisition Integration Office (SAIO), and NORAD/USNORTHCOM J45 Foreign Humanitarian Assistance Program - Contracting office at Peterson Space Force Base, Colorado - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named in the solicitation or attachments - Products/Services Requested: - Development and delivery of Spanish-language Rope Rescue and Trench Rescue training curricula for Mexico's National Civil Protection School (ENAPROC) under CENAPRED - Courses include: Awareness, Operations, Technician, Train-the-Trainer, and Instructor-Led (with contractor observation and feedback) - Each in-person course is 40 hours for up to 25 participants (Rope Rescue) and up to 15 participants (Trench Rescue Instructor-Led) - Training materials, manuals, and aids tailored to the Mexican context, with full data rights to USNORTHCOM and CENAPRED - Limited training aids and supplies (small tools, consumables, hardware) as needed for hands-on exercises - Curriculum development conferences and monthly/final reporting - Unique or Notable Requirements: - All training and materials must be delivered in Spanish and aligned with NFPA standards - Courses to be delivered in Mexico City at UNAM and ENAPROC - Virtual delivery for Awareness-level courses; all other courses are in-person - Contractor must provide observation and feedback for CENAPRED-led courses - Full data rights for all developed materials to USNORTHCOM and CENAPRED - Equipment provision as specified in Appendix D - Place of Performance: - Mexico City (UNAM and ENAPROC), Mexico - Contracting and oversight at Peterson Space Force Base, Colorado
