Description
1.0 Purpose and Strategic Context
In support of the National Security Strategy and Army Transformation Initiatives, the Army is developing the Logistics Civil Augmentation Program (LOGCAP) VI. This program will consolidate legacy LOGCAP, Army Pre-Positioned Stock (APS), and Enhanced Army Global Logistics Enterprise (EAGLE) programs into a unified, global logistics enterprise.
This Request for Information (RFI) is for specific feedback on the LOGCAP VI PWS and HTRO Matrix. The U.S. Government (USG) seeks constructive feedback from industry on two key components of the developing acquisition strategy:
The Draft LOGCAP VI Performance Work Statement (PWS) (v6.0, dated 9 February 2026), which has been previously posted to SAM.gov under Notice ID PANROC-P-0000-025256 on 23 February 2026, to include feedback on future-looking technological and operational requirements for the next generation of logistics support. The Draft LOGCAP VI Highest Technically Rated Offeror (HTRO) Matrix, which is referenced in the questions below.
This RFI also provides an opportunity for vendors to submit brief white papers on relevant topics.
2.0 Instructions for Response
Respondents are requested to provide the following information at the beginning of their submission:
Company Name, CAGE Code, and Unique Entity Identifier (UEI) Company Address and primary Point(s) of Contact (Name, Title, Email, Phone) Small Business Certification(s), if applicable.
The response must be submitted in two parts:
Part A: RFI Questions
Respondents are requested to provide a response of no more than ten (10) pages to address the questions in the attachment titled "3.0 Feedback on Draft HTRO Matrix" and a separate response of no more than ten (10) pages to address the questions in the attachment titled "4.0 PWS Feedback and Future Capabilities."
For clarity and ease of review, please structure your response to mirror the organization of the question documents. Use the same section headers and question numbers, followed by the corresponding answer.
Part B: Optional White Paper
In addition to the Part A: RFI questions, respondents are requested to provide a response to 5.0 within the attachment titled “5.0 CLIN Structure Feedback and White Paper Submission”. Vendors are also invited to submit a brief white paper on topics previously covered during LOGCAP VI market research efforts (5.1 within the attachment). This provides an opportunity for industry to offer further insights, innovative concepts, or detailed solutions. The combined response shall be no more than five (5) pages to address both 5.0 and 5.1 of the attachment.
