ARCHITECT-ENGINEERING (A-E) SERVICES FOR INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) (OPEN ENDED) CONTRACT, HURLBURT FIELD, FL CIVIL STRUCTURAL ENGINEERING SERVICES CONTRACT
Firms should respond to this notice no later than 08 June 2026, 2:00 PM, Central Daylight Time (CDT). THIS IS A 100 PERCENT TOTAL SMALL BUSINESS SET ASIDE.
The NAICS codes for this acquisition are 541330 (Engineering Services), with a business size standard of $25,500,000.
All firms submitting SF330s must be certified as a small business for NAICS 541330.
This is a request for Standard Form (SF) 330, not a Request for Proposal (RFP).
The 1st Special Operations Contracting Squadron at Hurlburt Field, FL is seeking qualified civil/structural engineering firms to perform Title I and Title II design services across all disciplines, including architectural, civil, structural, mechanical, electrical, and environmental. The submitting firms need to include all architectural and engineering disciplines either in-house or through consultants. All proposed consultants must be included in the Standard Form 330, with instructions on how to complete the form provided on it. Contractors should submit Part I of the SF330 for the prime contractor and Part II for each sub-consultant.
SERVICES TO BE PROVIDED: The primary services include designing new or renovated civil, structural, and environmental systems, such as: Field investigations Topographic surveys Soil borings Geotechnical analysis and reports Environmental surveys and studies Hazardous material surveys and testing (e.g., asbestos, lead-based paint) Schematic design Design development Value engineering Cost estimating Preparation of specifications and construction contract documents Projects involve site development, utilities, stormwater management, pavements, foundations, and structures made of concrete, masonry, and steel for Hurlburt Field and other Air Force Special Operations Command facilities worldwide. Specifications and reports must be provided in both hard copy and electronic formats, using Microsoft Office products. Drawings, including GIS products, must be in AutoCAD 2021-compatible format and ArcGIS 10.1 or higher. Firms should describe their GIS capabilities in their submissions. Designs may need to include asbestos/lead removal provisions. Other services may include project programming, site, utility, traffic, and facility planning studies, environmental reports, permit preparation, and architectural, mechanical, and electrical engineering. Task orders will require civil, structural, environmental, architectural, mechanical, and electrical engineering disciplines. A single award contract will be issued for a multi-year IDIQ contract with a fixed period of 5 years. The selected AE is guaranteed a minimum of $2,500 in the first project, with task orders not exceeding $2,000,000 each, and total task order awards not exceeding $4,000,000 over five years. The contract ends if the total is reached before five years. Selection will be based solely on SF330 submissions.
Evaluation Factors:
Primary factors 1-4: Professional/educational qualifications of key personnel and project team, including sub-contractors, in providing complete civil-structural engineering services and multi-disciplinary support, employing or consulting with architects, structural, civil, mechanical, electrical engineers, interior designers, landscape designers, and registered surveyors. Demonstrated capacity to prepare drawings using CADD. Specialized experience and technical competence in performing design on Air Force or DoD IDIQ contracts, including schematic design, design development, value engineering, cost estimating, investigations, environmental surveys, and planning services, with experience in energy conservation, pollution prevention, waste reduction, and use of recovered materials. Professional capacity to complete work within required timeframes, meet project dollar thresholds, and manage current workload. Past performance with government agencies and private industry regarding cost control, quality, and schedule compliance, including quality assurance programs and past performance assessments such as CPARS.
Sub-factors 5-6 (listed in descending importance): Location within approximately 150 miles of Hurlburt Field AFB, FL, and knowledge of the locality, provided this does not overly restrict the pool of qualified firms. Contractors must have a current NIST SP 800-71 assessment in PIEE. A search in the Supplier Performance Risk System will verify completion and security compliance or a work plan.
The offeror is responsible for confirming receipt of SF330 by the government. Files that cannot be opened or are incomplete are the responsibility of the offeror. The PIEE system records submission date and time, which governs timeliness.
