NAVFAC Mid-Atlantic is seeking a contractor to provide recurring annual inspection, maintenance, and repair services for a wide range of fuel and oil storage tanks at Naval Weapons Station (NWS) Earle in Colts Neck, NJ. - Government Buyer: - NAVFAC Mid-Atlantic, Public Works Department, Naval Weapons Station Earle - Contracting managed by NAVFACSYSCOM Mid-Atlantic, Norfolk, VA - Scope of Work: - Annual STI SP001 inspections for 43 above-ground storage tanks (ASTs), 9 drum storage areas, 4 mobile truck tanks, and 1 underground storage tank (UST) - UST annual compliance evaluation and leak detection certification - Repair of deficiencies, including replacement of gauges, monitoring equipment, sump fittings, and ancillary equipment - Routine preventative maintenance (filters, screens, gaskets, signage) - Certified tank manager training for one government member annually (CIN A-493-0217) - Project management, quality assurance, and scheduling - Products/Services Requested: - Recurring and non-recurring annual tank inspection, maintenance, and repair services (base and four option years) - STI SP001 periodic inspections, UST compliance, and certified training - Notable Requirements: - Contractor must have STI certification and experience with fuel equipment inspection/repairs - Compliance with federal, state, and industry standards (including Service Contract Act wage determinations) - Mandatory site visit, site access and security procedures - Work must be completed within 120 days of award; regular hours are Monday–Friday, 7:00 a.m.–3:30 p.m. - Tank Inventory Highlights: - Includes tanks ranging from 55-gallon drums to 12,000-gallon diesel tanks, both aboveground and underground, with various uses (emergency generators, heating, used oil, mobile refueling) - Period of Performance: - 5-year IDIQ contract (base plus four 12-month options); task orders issued throughout - Place of Performance: - Naval Weapons Station Earle, Colts Neck, NJ, with work at multiple on-base facilities and storage areas
Description
1. This Request for Proposal (RFP) is being solicited in accordance with the Federal Acquisition Regulations (FAR) Part 19.5-Small Business Total Set-Asides
2. Bid must be valid for at least 60 days.
3. One site visit is scheduled for 21 May 2026 at 10:00 hours local time.
4. Interested Proposers/Contractors will be picked up at the Mainside VCC in Colts Neck in advance of the visit. If you already have an active pass for NWS Earle Mainside, you are only required to submit names of attendees for the site visit. Access requests and attendees lists are due to the project Engineering Technician, Mr. Frank Harrison no later than 19 May 2026:

7. Contractors may experience delays at the gates when entering and/or exiting the installation. The Government shall not compensate for any such delays. All vehicles are subject to search upon entry, exit and while on the installation. Refusal to comply with a Navy police request to search a vehicle will result in denial of access to the installation and may result in criminal prosecution.
8. SCA Wage Determination 15-4195 (4-29-26), dated April 29 2026 has been incorporated in this RFP.
9. All terms and conditions from this solicitation shall be included in the contract award by reference.
