VA Columbia VAMC Water and Fire Piping Loop Replacement and Facility Upgrades

The Department of Veterans Affairs is seeking a contractor for a major infrastructure upgrade at the Columbia VA Health Care System in Columbia, SC. - Government Buyer: - Department of Veterans Affairs (VISN 7 Network Contracting Office, Columbia VA Medical Center, Wm. Jennings Bryan Dorn VA Medical Center) - Scope of Work: - Complete replacement of the domestic water and fire piping loop across the campus - Demolition and removal of existing piping, fire pump assemblies, fire alarm devices, and related equipment - Installation of new fire suppression systems, fire alarm systems, fire pump assemblies, nitrogen generator systems, and associated piping and controls - Asbestos abatement of approximately 1,500 linear feet of Transite-type pipe - Construction services including cast-in-place and precast concrete, unit masonry, metal fabrications, rough carpentry, insulation, roofing, flashing, and sheet metal - HVAC, electrical, and communications system upgrades including motors, fans, ductwork, advanced utility metering, transformers, panelboards, engine generators, automatic transfer switches, lightning protection, cathodic protection, and telecommunications infrastructure - Commissioning and training services for installed systems - Products and Equipment Requested: - Fire pump assembly (skid mounted, 1,250 GPM, 150 PSI) - Jockey pump (vertical multistage, 30 GPM, 238.1 PSI) - Fire alarm control panel (intelligent, addressable, digital voice command) - Heat trace control panel (microprocessor-based, NEMA 4X enclosure) - Nitrogen generator system (POTTER INS-100, 675 capacity at 40 PSI) - Fire extinguisher monitoring system - Fire suppression piping and equipment (sprinkler heads, valves, tamper switches, flow switches) - HVAC equipment and systems - Advanced utility metering system - Electrical installations (transformers, panelboards, motor controllers, lighting controls) - Engine generators, automatic transfer switches, lightning protection, cathodic protection system, communications installations - Notable Requirements: - Strict compliance with VA standards, NFPA codes, and federal regulations - Coordination with existing utilities and hospital operations - Comprehensive commissioning, testing, and training for VA personnel - Asbestos abatement and environmental safety controls - 30-year warranty for cathodic protection systems; one-year maintenance for utility metering systems - Estimated Contract Value: - Between $10,000,000 and $20,000,000 - Set-Aside: - 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) - Place of Performance: - Columbia VA Health Care System, 6439 Garners Ferry Road, Columbia, SC 29209 - Interior work in buildings 100 and 100A; additional work in multiple campus buildings

Description

Department of Veterans Affairs, Columbia VA Health Care System (VAHCS) Medical Center is a 216-bed facility, encompassing acute medical, surgical, psychiatric, and long-term care.  The hospital is in Columbia, South Carolina and provides primary, secondary, and some tertiary care.  Satellite outpatient clinics located in Anderson, Florence; Greenville; Orangeburg; Rock Hill; Sumter, and Spartanburg, South Carolina.

Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work to replace the existing site Domestic water and fire piping loop with a new system designed to meet the current VA standards and reduce service interruptions, accommodate future construction, and rectify domestic water and fire piping issues on the Columbia VAMC campus, as required by drawings and specifications.

Site work will be performed throughout the entire campus.  Interior work will be performed buildings 100 and 100A.
