Labor Market Survey for Project Labor Agreement – O&M and Minor Construction at Naval Hospital Twentynine Palms

The U.S. Army Corps of Engineers, Mobile District, is conducting a labor market survey to assess the potential use of a Project Labor Agreement (PLA) for an upcoming Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) seed project. - The project supports the Defense Health Agency at Naval Hospital Twentynine Palms and outlying medical clinics in California. - Scope includes full-time operations and maintenance (O&M) of facility systems such as HVAC, electrical, fire safety, security, plumbing, medical gas, and minor construction. - Services must comply with regulatory standards, infection control, and the facility's Utilities Management Plan. - This is not a solicitation or request for proposal; no specific vendors, OEMs, products, or part numbers are listed. - The only current requirement is participation in the labor market survey, which will inform future acquisition decisions. - Responses to the survey are due by June 2, 2026. - Key locations include Naval Hospital Twentynine Palms (place of performance) and the KO Contracting Division in Mobile, AL (contracting office).
