The Department of the Army, through the Mission and Installation Contracting Command (MICC) at Joint Base Lewis-McChord (JBLM), is seeking Small Business contractors to provide comprehensive Digital Communication and Graphic Design Services for the I Corps Public Affairs Office at JBLM. - Government Buyer: - Department of the Army, MICC Contracting Office, Joint Base Lewis-McChord, supporting I Corps Public Affairs Office - Products and Services Requested: - Digital communication and graphic design services, including: - Social media management and content creation for platforms such as Facebook, Instagram, X, LinkedIn, and YouTube - Analytics reporting, community engagement, and executive-level communication materials (e.g., briefing decks, data visualization) - Daily posts, monthly reels, unique videos, and professional-grade website content - Configuration and maintenance of analytics dashboards - Community management and content approval workflows - Annual training for contractor personnel - Required equipment and deliverables: - High-performance workstation (meeting/exceeding Adobe Creative Cloud specs, with color-accurate monitors) - Photographic, video, and audio recording/editing equipment and software licenses (graphics, animation, analytics, media buying) - Annual delivery of a hard drive containing all packaged and native files used in content creation - Unique or Notable Requirements: - Personnel must hold SECRET security clearance and comply with OPSEC and NISPOM guidelines - Strict adherence to Army regulations and quality control standards - All deliverables subject to government review and approval - Contractor must provide all labor, equipment, and software - Small Business set-aside under NAICS 541519; registration in SAM.gov and current Cage Code required - Period of Performance: - Phase-in period, base year, and two 12-month option years - Place of Performance: - All work to be performed at Joint Base Lewis-McChord, Washington

Description

The Mission and Installation Contracting Command Contracting Office at Joint Base Lewis McChord, Washington (MICC-JBLM) is issuing this combined synopsis/solicitation for Digital Communication and Graphic Design Services Contract at JBLM, WA.

The period of performance is as follows:

Phase-in Period: 18 June 2026 through 30 June 2026

Base Year:  1 July 2026 through 30 June 2027

Option YR1: 1 July 2027 through 30 June 2028

Option YR2: 1 July 2028 through 30 June 2029

This requirement will be 100% set aside for Small Business concerns under NAICS code 541519 – Other Computer Related Services, size standard is $34,000,000.00 per year and PSC of R422.
