The U.S. Army Corps of Engineers, Vicksburg District, is seeking a contractor for a comprehensive overhaul of the main Caterpillar engines on the M/V William James and related marine systems at Vicksburg Harbor. - Government Buyer: - U.S. Army Corps of Engineers, Vicksburg District (MVK Revetment Branch, KO Contracting Division) - OEMs and Vendors: - Caterpillar (primary OEM for engines and parts) - Hurst (OEM for boiler tubes) - Products and Services Requested: - Major inframe overhaul of two Caterpillar 3512 marine propulsion engines, including disassembly, repair, and reassembly using new or reconditioned OEM Caterpillar parts - Overhaul to be performed by certified technicians following Caterpillar specifications - Key parts include: turbocharger cartridges, oil coolers, fuel injectors, cylinder heads, bearings, seals, gaskets, and display components - All parts must be new or reconditioned OEM with a one-year warranty - Replacement of 206 certified Hurst tubes and installation of a new bladder-style expansion tank for the hot water boiler on Power Barge 5014 - Includes cleaning, recertification, and inspection by the Mississippi state boiler inspector - Unique or Notable Requirements: - All engine work must be performed onboard the M/V William James at USACE Vicksburg Harbor - Strict adherence to Caterpillar maintenance manuals and specifications - Use of certified technicians for all Caterpillar engine work - All replaced parts must be OEM Caterpillar or Hurst, as specified - Coordination with the Government Technical Point of Contact and compliance with delivery schedules - 100% set-aside for small businesses, with one requirement specifically for service-disabled veteran-owned small businesses - All work must be completed by the specified deadlines, with warranty and recertification requirements

M/V William James Overhaul

W912EE-- This is a solicitation for commercial items prepared in accordance with the format in RFO Part 12, as supplemented with additional information included in this notice.   

Solicitation Number W912EE26QA021 is being issued as a request for quote (RFQ) with the intent to issue one Firm-Fixed Price Contract. This solicitation is being issued under a 100% Small Business Set Aside.  The NAICS code for this procurement is 336611 - Ship Building and Repairing, with a small business size standard of 1,300 employees. This procurement is being conducted in accordance with regulations at RFO 12 – Acquisition of Commercial Items.

The U.S. Army Corps of Engineers, Vicksburg District, requires the M/V William James has a requirement for the main engines overhaul at the time of contract award.  All work must be completed in accordance with the statement of work that was prepared for this requirement.

All Offerors shall submit a quote with content as specified herein. Quotes submitted without the specified content may be determined non-responsive and removed from further consideration.

Offers are encouraged to review all clauses that are incorporated into this solicitation.

*SPECIAL ATTENTION SHOULD BE FOCUSED ON RFO 52.212-2 EVALUATION COMMERCIAL PRODUCTS, AS THIS CLAUSE OUTLINES THE EVALUATION FACTORS FOR THIS REQUIREMENT.*

The government intends to make one award for one firm fixed price contract. Offers for less than the required delivery will not be accepted. The government intends to award without discussions while reserving the right to hold discussions if determined advantageous to the government.  Offerors are encouraged to provide their best proposed pricing in their initial offer.
