Alameda County LMS/LXP Replacement Solicitation

Alameda County Human Resource Services Department is seeking proposals for a new Learning Management System/Learning Experience Platform (LMS/LXP) to replace its current SumTotal SaaS-based LMS. - Key requirements: - Robust data management for self-registration and tracking of instructor-led, online, informal, and social learning - Support for over 9,700 employees and 3,000 additional public sector/non-profit users - Features: onboarding, performance management, engagement, workforce and succession planning, talent and learning management - Mobile capability, single sign-on, user-friendly reporting, certification management, access controls, integration reliability, and administrative efficiency - Online content libraries and integration with external courseware providers - SumTotal is the current OEM, but the solicitation is open to all qualified vendors - Contract term: three years, with an option to renew for two additional years - Implementation and support services are required for deployment, integration, training, and ongoing support

Description

The solicitation is for a Learning Management System/Learning Experience Platform (LMS/LEP) to provide a data management system for self-registration and tracking of various types of training and learning to support career growth and development. The system should also support functionalities such as onboarding, performance management, engagement, workforce and succession planning. The County intends to award a three-year contract with an option to renew for two years to the most responsive and responsible bidder. The system should improve platform stability, reporting accuracy, certification management, access controls, integration reliability, and administrative efficiency while expanding LMS/LXP capabilities.
