The North Carolina Department of Revenue (NCDOR) is seeking vendors to provide comprehensive seized property services statewide to support tax collection enforcement. - Government Buyer: - North Carolina Department of Revenue (NCDOR), Unauthorized Substances Tax Division (USUB) of the Taxpayer Assistance and Collection Division (TPAC) - Products/Services Requested: - Loading, towing, and transport services for seized vehicles and personal property - Includes cars, pickup trucks (up to and over 1 ton), trailers, and other personal property - 24/7/365 availability required - Transport from seizure location to secure storage, and from storage to auction - Secure storage services - Indoor and outdoor storage with climate control for personal property - Shelving and protection from damage - Secure facilities required in one or more of North Carolina's 100 counties - Auction services - Live and/or online auctions, including advertising, legal notices, and reporting - Monthly itemized sales statements - Property control and accountability - Inventory management using Form BD16 - Indemnification for property deficiencies - Unique/Notable Requirements: - Vendors may bid for one or more counties - Pricing must include all fees (e.g., mileage), with separate pricing sheets per county/group - Vendors must provide transporter plates and insurance - Compliance with onboarding, background checks, and state/federal requirements (e.g., E-Verify, non-discrimination) - Vendors must be registered and in good standing with the North Carolina Electronic Vendor Portal (eVP) - No specific OEMs or named vendors are referenced in the solicitation - Services must support NCDOR's enforcement activities for delinquent tax liabilities
