Splendora Independent School District (Splendora ISD) is seeking a turnkey operator for comprehensive management of its wastewater and water facilities: - Government Buyer: - Splendora ISD, Purchasing Department - Scope of Services: - Turnkey operation and management of High School Wastewater Treatment Plant (WWTP), District Water Wells, and lift stations at Piney Woods Elementary, Peach Creek Elementary, and the Ag Barn - All labor, supervision, chemicals, laboratory sampling, and professional engineering services for 2029 permit renewal - Maintenance and repairs per OEM schedules and industry standards - Full permit renewal lifecycle management, including hiring and paying for Texas Licensed Professional Engineer and all state administrative fees - All-inclusive laboratory sampling (monthly, quarterly, annual, and permit renewal samples) - Annual capital improvement proposals for plant upgrades and repairs - Weather and emergency preparations (hurricane, freeze readiness, backup power) - Dedicated, non-operator Compliance Manager for all regulatory filings and compliance tasks - Routine water plant and lift station operations, including daily/weekly inspections and maintenance - Administrative support for lead service line inventory, water use surveys, water loss audits, and monthly reporting - Notable Requirements: - All-inclusive contract: vendor responsible for all aspects of operations, compliance, and permit renewal - Submission of compliance and insurance forms (Certificate of Liability Insurance, MWBE/HUB Certificate, HB 1295, W9, Conflict of Interest) - Mandatory pre-bid site walk-through - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Period of Performance: - Initial one-year contract with up to four one-year renewal options (maximum five years) - Place of Performance: - High School WWTP, District Water Wells, Piney Woods Elementary, Peach Creek Elementary, Ag Barn (all in Splendora, TX)
Description
Splendora ISD is soliciting proposals for a turnkey operator to manage the High School Wastewater Treatment Plant (WWTP), District Water Wells, and various campus lift stations including Piney Woods Elementary, Peach Creek Elementary, and the Ag Barn. The contract requires the vendor to provide all labor, supervision, chemicals, laboratory sampling, and professional engineering services for the 2029 permit renewal. The contract will begin on July 1, 2026, for one year with the option of four one-year renewals. Proposals must be submitted online through the Splendora ISD eBid System.
