The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center, is seeking contractors for the Utility Monitoring and Control Systems VI (UMCS VI) Multiple Award Task Order Contract (MATOC), valued up to $5.1 billion. - Government Buyer: - U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC) - KO Contracting Division, Redstone Arsenal, Alabama - Products and Services Requested: - Procurement, installation, maintenance (preventive and corrective), and service of Facility Related Control Systems (FRCS), including: - Utility Monitoring and Control Systems (UMCS) - Electronic Security Systems (ESS) - Building Automation Systems (BAS) - Fire Alarm Systems (FAS) - Supervisory Control and Data Acquisition (SCADA) systems - Heating, Ventilation, and Air Conditioning (HVAC) systems (including chillers and boilers) - Security/force protection measures (barriers, fencing, gates, lighting) - Utilities metering, power generation, and distribution systems - Life safety and contaminant detection/response systems - Engineering, system integration, cybersecurity implementation, technical support, training, and programmatic support - Services include design, engineering, system security, installation, commissioning, testing, modernization, equipment inventories, condition assessments, and minor construction - Notable Requirements: - Global scope: Services required at DoD and government facilities across the U.S. (CONUS, Alaska, Hawaii, outlying areas) and OCONUS locations (including Europe, Pacific, Middle East, Caribbean, and numerous specific countries) - Cybersecurity implementation and integration of alternative energy systems - Small business participation minimums (2% to 20% by category) - Contractors must submit a Material Safety Data Sheet (MSDS) with offers - Annual service contract reporting required via SAM.gov - Task orders may require concurrent project management and foreign project execution - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Contract Structure: - Firm Fixed Price MATOC with a 36-month base period, two 24-month options, and a possible 6-month extension (up to 90 months total) - Minimum guarantee of $2,000 per contractor - Estimated Contract Value: - Up to $5.1 billion maximum contract capacity
