USDA is seeking technical advisory support services to facilitate the transition of the Food for Peace program to USDA management. - Government Buyer: - US Department of Agriculture (USDA), including the Office of Contracting and Procurement (OCP), Procurement Operations Division (POD), Acquisition Management Branch (AMB), with offices in Fort Collins, CO and Washington, DC - Products/Services Requested: - Technical advisory support services for program transition, including: - Analysis, design, development, testing, integration, logistics, and program management - Staff training and handover to ensure USDA can independently operate the program - Development of process guides (communications, prepositioned commodities, risk management, country selection, stakeholder relations, programmatic reporting, nonemergency programming, programmatic infrastructure) - Biweekly reporting on activities and progress - Program evaluation, review, and development to bridge operational gaps - All requirements detailed in the Performance Work Statement (PWS) - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments - Unique/Notable Requirements: - Set aside for small business concerns under NAICS 541611 (Administrative Management and General Management Consulting Services) - All work to be performed at USDA facilities in Washington, DC; no travel outside the area anticipated - Contract ceiling price of $650,000 for a 12-month period - Deliverables include process guides, biweekly reports, and staff training - No products or part numbers are specified; this is a professional services procurement

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 12314426Q0118 is issued as a Request for Quotation (RFQ) for Technical Advisory Support Services supporting the transition of Food for Peace to the US Department of Agriculture (USDA).
