FBI Sole Source Procurement of TECAN Fluent 480 Laboratory Automation System

This notice announces the FBI's intent to sole source the procurement of a TECAN Fluent 480 laboratory automation system with associated scripts and components from Tecan U.S., INC. - The procurement is for a comprehensive Fluent 480 system, including: - Base unit, deck segments, safety shields, panel sets, channel arms, syringes, tubing, robotic gripper arm, grid segments, plates, tubes, liquid containers, and computer hardware/software - Notable part numbers: 30042011 (Fluent 480 Base Unit), 30042400 (Robotic Gripper Arm), 30255996 (HP Workstation Windows 11) - Accessories such as barcode reader, shakers, adapters, and mounting hardware - Installation and Level 2 application support services - All items are to be provided by Tecan U.S., INC, the OEM, under NAICS 334516 (Analytical Laboratory Instrument Manufacturing) - The FBI will negotiate under FAR 6.302-1 (Only One Responsible Source), but will consider capability statements from other vendors who can meet all requirements without compromising quality, reliability, safety, accuracy, or schedule - Delivery is required within 120 days after receipt of order - Place of performance is Quantico, Virginia, with the FBI's contracting office in Washington, DC - The procurement includes both hardware and services, with quantities ranging from 1 to 8 units per item - No estimated contract value is provided, but the scope suggests a mid- to high-value laboratory automation procurement - Competing products could include similar laboratory automation systems from other major OEMs such as Hamilton Company and PerkinElmer

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.This notice of intent is not a request for competitive quotes.  The Federal Bureau of Investigation (FBI) intends to procure on an other than full and open competitive basis, (1) TECAN Fluent 480 with Scripts (See BOM for full details).

This requirement will be sole sourced to Tecan U.S., INC. 9401 Globe Center Drive Suite 140 Morrisville, NC 27560.  The North American Classification System Code (NAICS) is 334516; Analytical Laboratory Instrument Manufacturing.  The size standard for NAICS Code 334516 is 1000 employees. The delivery shall be within 120 days after receipt of the order.

The FBI intends to negotiate with only one (1) source under the authority of FAR 6.302-1, (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements).  Interested parties may identify their interests and capability to respond to this requirement by 5:00 PM, (EST), 15 May 2026.  Emailed responses will only be considered.  No phone calls.  Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses shall include the firm's Dun and Bradstreet number (DUNS), CAGE Code, UEI Unique Entity ID (UEI) number, and their Business Size.  The capability statement shall clearly indicate the firm’s experience, equipment/assets, background, and their ability to provide the required instrument without compromising quality, reliability, safety, accuracy, and schedule.

Information received will be considered solely for the purpose of whether to conduct a competitive procurement.  A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.  The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
