Description
Purpose: The Counter Air Missile Program (CAMP) Ground Launched Counter Air (GLCA) Enterprise Test Vehicle (ETV) Acquisition team plans to enter a 10 U.S.C. 4022 Prototype Other Transaction (OT) agreement on the Armament Directorate Rapid Response Commercial Solutions Opening (CSO), Area of Interest, prototyping. The Government is requesting feedback from industry on the draft solicitation package and will hold an Industry Day and One-on-One discussions with vendors on 27-28 May 2026. Intention is to release the formal solicitation in early July for contract awards NLT end of September 2026. NOTE: This notice is not an official request for proposals. Proposals submitted in response to this notice will not be considered for award. Any formal request for proposal for this effort will be posted as a separate notice.
Background: The Government seeks to prototype a new supersonic counter air ETV weapon class. Focus of the effort is development of an affordable, digital, open/modular, and highly producible ground launched counter air ETV to support rapid integration and demonstration of commercial or minimally modified sub-systems and components into a new missile prototype. In response to challenges posed by escalating system complexity and prolonged time-to-field cycles, the ETV effort aims to revolutionize defense development paradigms. The imperative to address these challenges swiftly is underscored by the need for agility, efficiency, and innovation to meet evolving warfighter needs. Given completion of successful prototyping and funding, the effort could lead to a follow-on Family of Affordable Mass Missiles (FAMM)-GLCA development and production program.
The Government seeks innovative solutions, strong industry partnerships, and to leverage industry expertise to manage the development and execution of solutions. The solicitation will request proposals from both prime missile vendors, as well as missile launcher system vendors.
