Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR QUOTES (RFQ).
The Missouri Army National Guard intends to award a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Marketing Services on a sole source basis to Hoot Design Co. LLC based on the authority in RFO FAR 6.103-1(c)(2), Only one responsible source and no other supplies or services will satisfy agency requirements.
This requirement provides marketing and advertising services in support of the Missouri Army National Guard's Recruiting and Retention Battalion (RRBN) and is essential to maintain continuity of creative development, production, and deployment of critical marketing activities to achieve its annual recruitment mission. The planned IDIQ includes a three-year ordering period, with an anticipated ceiling amount of $500,000. All work shall be performed in strict accordance with the Performance Work Statement and shall be subject to the terms and conditions of the IDIQ contract.
Under the existing task order, the incumbent contractor developed the foundational recruitment marketing research and brand strategy documents. If the agency were to compete this follow-on contract for the provision of specialized services, any new contractor would be required to undergo 6–12 months of development and discovery in advance of campaign execution, resulting in unacceptable delays, substantial duplication of cost, and significant disruption to recruitment marketing activities. Continuity of marketing operations is essential to achieving the RRBN’s recruitment mission.
This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete the proposed contract is solely within the discretion of the Government. No RFQ will be issued and quotes will not be requested.
