The USDA Forest Service is seeking contractors for roof rehabilitation at multiple federal facilities within the Smokey Bear Ranger District in Ruidoso, New Mexico. - Government Buyer: - USDA Forest Service (USDA-FS, CSA Southwest 7) - Scope of Work: - Installation of Thermoplastic Polyolefin (TPO) roof recover systems over existing metal and flat (tar/built-up) roofs - Surface preparation, repairs, installation of recovery boards, fully adhered TPO membranes, flashing, and detailing - Removal and replacement of all existing gutters and downspouts - Quantities: - 12,545 SF of metal roof rehabilitation - 3,304 SF of flat/tar (BUR) roof rehabilitation - 7 gutters/downspouts to be removed and replaced - Facilities Involved: - Smokey Bear Ranger District Office - Smokey Bear Ranger Small Office - Smokey Bear Ranger District Recreation Building - Smokey Bear Ranger District Fire Operations Building - Smokey Bear Ranger District Tanker Bay - Smokey Bear Ranger House - Smokey Bear Seasonal Housing - Unique Requirements: - Use of TPO roofing systems for recover installations - No separate payment for mobilization or coordination activities - OEMs and Vendors: - No specific OEMs or vendors are named; TPO membrane manufacturers such as Carlisle SynTec, GAF, Johns Manville, Firestone Building Products, and Sika Sarnafil are likely relevant - Place of Performance: - Ruidoso, NM and USDA Forest Service facilities within the Smokey Bear Ranger District

Description

The objective of this project is to rehabilitate existing roofing systems at USDA Forest Service facilities by installing Thermoplastic Polyolefin (TPO) roof recover systems over existing metal and flat (tar/built-up) roofs, along with full replacement of gutters and downspouts.

Organized Site Visit: An organized site visit will be held on May 25th, 2026 at 10:00am Local time.  Location to meet for the site visit will be 901 Mechem Dr., Ruidoso, NM 88345.
