The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) proposes amending Department of Justice regulations on non-over-the-counter (NOTC) firearms sales. The proposed rule would remove restrictions limiting NOTC sales to background check-exempt transfers and permit federal firearms licensees (FFLs) to conduct NOTC transfers while complying with background check requirements.
