Defense Health Agency (DHA) Enterprise Referral Care Coordination Center (RC3) Virtual Industry Days for June 16-18

1.0 Invitation and Purpose

The Defense Health Agency (DHA) is issuing this Special Notice to announce upcoming virtual Industry Days for June 16-18. This event is for interested parties to share their expertise regarding a prospective requirement to establish an enterprise solution for a centralized Enterprise Referral Care Coordination Center (RC3).

The primary purpose of this Industry Day is for the Government to actively listen to and learn from industry partners. While the DHA will provide a brief overview of the RC3 mission and our current capability gaps, our main objective is to gather market research on commercially available technology, best practices, and innovative service solutions. We are seeking industry's insights and proposed approaches to solve our challenges with standardizing global appointing, referral management, and care coordination. This event will prioritize open feedback, information exchange, and bi-directional dialogue to ensure the Government understands the realm of possibilities before finalizing its acquisition strategy.

2.0 Background

The DHA delivers healthcare to over 9.6 million beneficiaries worldwide through a complex network of military treatment facilities (MTFs) and civilian partners. The current state of care coordination is fragmented across over 110 separate contracts and call centers, leading to inefficiencies and inconsistent patient outcomes. The purpose of the RC3 requirement is to establish an enterprise solution that standardizes services, including:

Global Appointing: A centralized system for all patient appointments.

Global Referral Management: A standardized process for managing and tracking all referrals across the enterprise.

Global Care Coordination: Consistent, high-quality care coordination for all beneficiaries.

3.0 Event Details

Date: Tuesday, 16 June – Thursday, 18 June 2026

Format: Virtual via Microsoft Teams, structured to maximize industry feedback.

Agenda: A detailed agenda and link for the virtual meeting will be provided to confirmed registrants. The event will include a brief Government overview of the requirement task areas, followed by dedicated time for open forums, industry feedback sessions, and potential one-on-one solution discussions where vendors can present their approaches to DHA personnel.
