DESCRIPTION:
On or about 13 May 2026, this office will issue Request for Quote (RFQ) for the replacement of siding and windows at the USACE Field Research Facility, Kitty Hawk, North Carolina. The solicitation will close on or about 12 June 2026.
This solicitation is set aside for 100% SMALL BUSINESS. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer.
Provisions in the solicitation documents will provide a site visit date and detailed information (meeting place, time, points of contact, and access requirements).
DO NOT submit requests for plans and specifications to the site visit personnel.
SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION:
Please be advised of on-line registration requirements for Contractor Registration and for Representations and Certifications Application which are now located in System for Award Management ‘SAM’ database at https://sam.gov/. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from the date of initial submission and expire on an annual basis from the update to SAM.

The requirement consists of a full exterior building envelope renovation including:
Replacement of approximately 5,893 sq. ft. of siding, soffit, and trim Replacement of 25 hurricane-rated windows Replacement of 4 exterior commercial doors Replacement of exterior staircase Installation of 7 exterior light fixtures Exterior and interior painting Demolition, disposal, and site restoration
The contractor must:
Be regularly engaged in siding and window installation Be licensed by the North Carolina Licensing Board for General Contractors Demonstrate capability in coastal/hurricane-resistant construction practices
The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work within 90 calendar days after issuance of NTP.

The estimated construction cost of this project is between ($250,000) to ($500,000).
SOLICITATION EVALUATION CRITERIA:
Firms participating in the solicitation will submit technical requirements in accordance with Section M - Evaluation Factors for Award. Submissions will be evaluated based on a low price technically acceptable source selection criterion. Price will be evaluated separately for reasonableness and realism.
A site visit has been scheduled for 10:00 EST, 21 May 2026. Additional details will be provided in the solicitation.
