RFI: High-Hazard Waste Management Services for U.S. Army DEVCOM CBC

This opportunity seeks industry input for a forthcoming single-award ID/IQ contract to manage high-hazard waste for the U.S. Army Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC). - The contract covers performance-based management of high-hazard waste, including chemical and biological warfare agents, narcotics, and other hazardous materials. - Services required: planning, packaging, transportation, treatment, and disposal of hazardous waste. - Treatment methods include rotary kiln incineration, deep well injection, and land disposal. - Contractor must provide technical expertise, health and safety plans, permits, and documentation (e.g., manifests, certificates of destruction). - Waste categories include: >1 VSL and <1 VSL solid waste, caustic hydrolysate, deactivated biological waste, and DEA-licensed narcotics. - The contract supports large-scale demilitarization projects and may serve other federal agencies (DHS, DEA, EPA). - Respondents must demonstrate experience and permits for handling agent-contaminated waste above 1.0 VSL. - The ordering period is 60 months from award, with individual task orders specifying their own periods of performance. - Work may occur at federal facilities such as Fort Detrick Steam Sterilization Plant, across CONUS and OCONUS locations. - The Army Contracting Command Aberdeen Proving Ground, Edgewood Contracting Division is the contracting office. - No specific OEMs or products are named; this is a request for information, not a solicitation or award.
