The City of Richmond, Department of Public Works, is seeking a qualified contractor for the Automated Traffic Signal Performance Measures (ATSPM) Project, covering 143 signalized intersections across Richmond. - Government Buyer: - City of Richmond, Department of Public Works and Department of Procurement Services - Project Scope: - Installation of vehicle detection systems, traffic signal cabinets and controllers, electrical conduits, conductor cables, junction and pull boxes, control panels, communication cabinets, vehicle and pedestrian detection sensors, signal and power wiring, and grounding systems - Work includes both new installations and modifications to existing infrastructure - General contracting services for electrical and communication improvements to support ATSPM functionality - Deliverables include progress schedules, shop drawings, and as-built documentation - Products and Materials Requested: - Large quantities of construction materials (aggregate, asphalt concrete, hydraulic cement sidewalk, concrete curb and gutter) - Traffic signal infrastructure components (TS 2 cabinets, conductor cables, junction boxes, bored and PVC conduit, luminaire arms, video detection processors, detection sensors, UPS and battery packs) - Traffic control and safety equipment (channelizing devices, truck mounted attenuators, electronic arrow boards, temporary signals) - Specialized items for detection and signal optimization (stop bar detection sensors, hybrid mainline/stop bar sensors, configuration of detection sensors) - Services Requested: - Installation and configuration of all listed equipment and materials - Removal, salvage, or disposal of existing equipment and cables - Selective tree trimming, traffic control, and police support during installation - Unique/Notable Requirements: - Prequalification of bidders - Minority business participation - Compliance with City of Richmond and Virginia Department of Transportation (VDOT) standards - One-year warranty period after final acceptance - Work hours restricted to weekdays with lane closure limitations during peak hours - No specific OEMs or proprietary brands are named in the solicitation - Place of Performance: - 143 signalized intersections throughout Richmond, including Northside, Southside, and West End areas, with specific intersections such as Arthur Ashe Boulevard/Hermitage Road, Westwood Avenue/Brookland Parkway, and others
