City of Laredo El Metro Transit Center Building Maintenance and HVAC Upgrade Project

The City of Laredo is seeking bids for a comprehensive building maintenance and upgrade project at the El Metro Transit Center, focusing on HVAC, masonry, and security improvements: - Government Buyer: - City of Laredo Engineering Department, Building Development Services, and Purchasing Departments - OEMs and Vendors (approved or specified): - PACE (applied air handling units) - Spirotherm (air/dirt separators) - Grundfos (hydronic pumps) - Elbi (expansion tanks) - Bosch-TempMaster (DX split systems) - Tutco/Warren (duct heaters) - ABB (variable frequency drives) - Silkaflex, Loctite, Sikaflex (sealants) - Products/Services Requested: - Replacement of 5 chilled water air handling units (PACE or equivalent) - Replacement of all chilled water piping, including roof mains and branch lines - Two end-suction chilled water pumps with VFDs (Grundfos or equivalent) - One 20-ton DX split system (Bosch-TempMaster or equivalent) - Hydronic specialties: air/dirt separators (Spirotherm), expansion tanks (Elbi) - Duct heaters (Tutco/Warren or equivalent) - Ballistic-resistant fiberglass sheets (Level 3) for vestibule wall - Laminated or tempered safety glass panels for canopy - Masonry repair materials and services (crack repair, façade restoration) - Building automation system (BAS/EMCS) integration and controls upgrade - Temporary portable HVAC units for cooling during outages - Electrical system upgrades (disconnects, panels, lighting, PA system) - Public address and security/communication system installation - Allowances for contingency betterment ($125,000) and IT equipment ($50,000) - Unique/Notable Requirements: - Phased construction to maintain building operation in an occupied facility - Temporary cooling required during HVAC downtime - Strict safety and pedestrian protection measures (barricades, signage, PPE) - Compliance with city ordinances, OSHA, federal labor standards, and Buy America Act - No new square footage; all work within existing footprint - Detailed commissioning, system flushing, and testing required - Pre-bid conference and multiple city departments involved in oversight

Description

This Invitation For Bid is for the general maintenance and improvements of the City of Laredo El Metro Transit Center Building. The scope includes selective demolition, repairs to exterior masonry veneer, replacement of HVAC air handler units, associated ductwork, chilled water lines, and control system wiring. The project also involves the introduction of a new HVAC controls system and a new public address system as per the plans and specifications prepared by Sepulveda Associates Architects, Inc. The construction contract time is 240 working days.
