ASL Interpreting Services for CDCR/CCHCS Headquarters and Statewide Locations

The California Department of Corrections and Rehabilitation (CDCR), in partnership with California Correctional Health Care Services (CCHCS), is seeking a contractor to provide American Sign Language (ASL) Interpreting Services for staff at CDCR/CCHCS headquarters and multiple participating locations across California. - Government Buyer: - California Department of Corrections and Rehabilitation (CDCR) - California Correctional Health Care Services (CCHCS) - Offices include CDCR/CCHCS Headquarters and Acquisitions Management Section - Products/Services Requested: - In-person and virtual (Video Remote Interpreting, VRI) ASL interpreting services - Services required during normal business hours (7:00 a.m. to 6:00 p.m., Monday through Friday), with additional coverage for evenings, weekends, holidays, emergencies, and short-notice requests - Minimum two-hour charge per appointment - Estimated annual quantities: 75 in-person, 10 evening/weekend/holiday, 10 emergency, 150 VRI, 10 short-notice appointments - Contractor must provide all labor, travel, per diem, materials, equipment, and janitorial supplies (with post-consumer recycled paper products) - Unique or Notable Requirements: - Mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation - Interpreters must hold RID/NAD certifications and provide three positive references - Strict compliance with HIPAA, security, confidentiality, and background check requirements - No overtime authorized; services only during specified hours - Contractor may assign a second interpreter for assignments longer than one hour - Adherence to billing, scheduling, cancellation, and documentation requirements - No specific OEMs or vendors are named in the solicitation - Services will be performed at CDCR/CCHCS Headquarters and various locations in Elk Grove, Sacramento, Fresno, Bakersfield, Rancho Cucamonga, Santa Ana, and Diamond Bar, CA

The California Department of Corrections and Rehabilitation (CDCR), California Correctional Health Care Services (CCHCS) is soliciting bids for in-person and/or virtual American Sign Language (ASL) Interpreting Services for CDCR/CCHCS staff. The contractor will provide all labor, maintenance, travel and per diem, parts, materials, non-consumable supplies, transportation, equipment, and janitorial supplies containing post-consumer recycled paper products necessary to perform the services. Services are to be provided during normal business hours, Monday through Friday, excluding State holidays, with no overtime authorized. The contract term is from July 1, 2026, through June 30, 2029, with options for amendments and fund reductions as needed.
