Comprehensive Services for 2029 U.S. Program for International Student Assessment (PISA)

The U.S. Department of Education, through its National Center for Education Statistics (NCES) and Institute of Education Sciences (IES), is seeking a contractor to implement the 2029 cycle of the Program for International Student Assessment (PISA) in the United States. - Government Buyer: - U.S. Department of Education - National Center for Education Statistics (NCES) - Institute of Education Sciences (IES) - Scope of Work: - Project management for the PISA 2029 U.S. National Center - Preparation and submission of OMB clearance packages - Participation in international meetings and communications with OECD - Adaptation, preparation, testing, and production of assessment instruments (including U.S. adaptation and digital formats) - Sampling and data collection from approximately 170 schools and 52 students per school - Human scoring of cognitive items and coding of questionnaire responses - Data processing, disclosure risk review, and preparation of restricted-use datasets and user guides - Optional tasks: Teacher Questionnaire sampling, data collection, and dataset preparation - Products/Services Requested: - No specific OEMs, vendors, or part numbers are identified; the procurement is for comprehensive educational assessment services and project management - Notable Requirements: - Strict data security, confidentiality, and compliance with federal standards - Coordination with international bodies (OECD) and adherence to international assessment protocols - Inclusion of core domains (Mathematics, Reading, Science), an innovative domain (Media and Artificial Intelligence Literacy), and national options (Financial Literacy, Teacher Questionnaire) - Place of Performance: - United States (national scope), with contracting office at 550 12th Street, SW, Washington, DC 20202 - Period of Performance: - 12-month base period with three optional 12-month extensions (up to 48 months total)
