NATO's Headquarters Supreme Allied Commander Transformation (HQ SACT) is seeking proposals for on-site financial accounting services in Norfolk, Virginia. - HQ SACT requires a certified technical accountant to serve as an IPSAS Subject Matter Expert (SME) - Services include IPSAS implementation, training, centralized accounting strategy/system upgrades, and preparation of consolidated annual financial statements - Contractor will provide audit liaison and follow-up support - Level-of-effort, firm fixed price contract with performance through December 31, 2026, plus a 12-month option - Key qualifications: - University degree or professional accounting certification - 10+ years relevant experience - Active NATO or National SECRET clearance - No specific OEMs or vendors are named; proposals must be submitted directly to HQ SACT - Place of performance is HQ SACT, Norfolk, Virginia - Bid documents are attached; direct submission to HQ SACT required

Description

Headquarters, Supreme Allied Commander Transformation (HQ SACT) has issued a Request for Proposal (RFP) for on-site expert financial accounting services to BUDFIN Treasury & Accounting to ensure accurate, timely accounting operations; support IPSAS implementation and training; support centralized accounting strategy/system upgrade activities; and support preparation of ACT consolidated annual financial statements, including audit liaison and follow-up.

Period of Performance: Contract award – 31 December 2026 with one 12-month option period.

Bids shall be received at HQ SACT, Purchasing and Contracting Office, no later than 26 May 2026, 0900 hours. No bids shall be accepted after this date and time. No hard copy proposals will be accepted. Please see Proposal Submission (paragraph 12) for more details.

REQUIREMENT

The Contractor shall provide a certified technical accountant to perform the tasks in Section 6 in direct support of the Section Head (Treasury & Accounting), BUDFIN, HQ SACT. Services shall be delivered as LOE on-site and include coordination across ACT entities as required to execute ACT-wide accounting and reporting responsibilities.
