Sole Source RWIS Upgrade and Maintenance at Wright-Patterson AFB

This opportunity involves a sole source contract for upgrading and maintaining the Road Weather Information System (RWIS) at Wright-Patterson Air Force Base (WPAFB), Ohio. - The Air Force Life Cycle Management Center (AFLCMC/PZIBB) is the contracting office, with the 88th Operations Support Squadron as the end user. - Vaisala Inc. is the sole source OEM, holding proprietary rights to the RWIS hardware and software; no other vendors are authorized for these upgrades or services. - The contract covers: - Upgrading two Remote Processing Units (RPUs) from Vaisala LX to RWS200 hardware, reusing existing infrastructure where possible - Installing two in-ground pavement sensors and one in-ground subgrade sensor on runway 5R/23L - Upgrading the RWIS data management software from Navigator to WX Horizon - Providing data management, preventative maintenance, extended warranty coverage, and 24/7 technical support - Delivering one virtual and one on-site training session for the new software - The period of performance includes a nine-month base year (approx. Sep 30, 2025 – May 31, 2026) and four one-year option periods (June 1 – May 31 each year) - All work will be performed at Wright-Patterson AFB, with the contracting office also located on base - The NAICS code is 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) - The justification for sole source is based on Vaisala Inc.'s exclusive capability to calibrate, maintain, and upgrade the RWIS system

Description

The Air Force Life Cycle Management Center, Base Support Branch (AFLCMC/PZIBB) at Wright-Patterson Air Force Base (WPAFB), OH intends to award a sole source contract to:

Vaisala Inc. was awarded a contract on 24 September 2025 to provide road weather information system (RWIS) data management and preventative maintenance services to Wright Patterson Air Force Base (WPAFB) and to upgrade one (1) remote processing unit (RPU).  This requirement is for an out of scope modification to the original contract to include the upgrade of a second RPU and the installation of three (3) in-pavement sensors. 

The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.  This NAICS code has a small business size standard of $12.5 million.

Vaisala Inc. is the only known business capable of meeting the Government’s requirements as they are stated in Attachment 1, Performance Work Statement.  Vaisala Inc. holds the proprietary rights to the hardware/software currently used by the Government, and is the only company authorized to calibrate, maintain, and execute necessary adjustments to the system for proper operation. Therefore, it is in the best interest of the Government to award to Vaisala Inc.  Please see Attachment 2, Sole Source Justification, for complete details. 

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 12 May 2026 at 3:00p.m. ET will be considered by the Government. This notice is not a request for competitive proposals/quotes.
