Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation; Quotations are being requested, and a separate written solicitation will not be issued. Solicitation number FA520926Q0021 is issued as a Request for Quotation (RFQ), for Japan-wide Chartered Bus Services. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The Contractor shall coordinate charter bus services through properly licensed Japanese bus operators.  The Contractor is not required to own or directly operate buses; however, the Contractor shall maintain sufficient nationwide subcontracting capability to fulfill Government transportation requirements throughout Japan. Services shall support the movement of personnel, including service members and authorized U.S. Government personnel, including passengers traveling with baggage and, when authorized, government-issued weapons, when and as scheduled by the Government representative at any time during the performance period.  

The Government may reject any quotation that is incomplete, unreasonable, or noncompliant. Late submissions may be rejected and may not be considered for award. The Government reserves the right to make no award as a result of this solicitation. It is the quoter’s responsibility to ensure timely receipt. The Government may award without discussions.

Note 1:

A pre-quote conference will be held during the solicitation period to explain Government requirements and answer questions. Participation in the pre-quote conference is highly encouraged. Details are in the document, titled “Notice to Quoters.” Oral statements at the conference shall not amend the solicitation.

Note 2:

This project shall be performed in its entirety in the country of Japan. The successful quoter must possess and maintain a valid "Type 1 Travel Agency" registration (Dai-Ichi Shu Ryokougyosha Touroku-Hyo in Japanese) issued by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), Government of Japan (GOJ). This registration must be held directly in the legal name of the quoter.

Quotation due date and time are stated in Japan Standard Time (JST).  If a quoter submits its quotation by email or DoD SAFE, the quoter is responsible for confirming receipt with Contracting officer prior to the closing date and time.
