The U.S. Air Force Pacific Air Forces (PACAF) is seeking industry input for the Alaska Range Combat Training Integrated Communications and Support (ARCTICS) II requirement, focused on integrated operations and maintenance (O&M) support for the Joint Pacific-Alaska Range Complex (JPARC). - Government Buyer: - U.S. Air Force, Pacific Air Forces (PACAF), 354th Range Squadron (354 RANS), FA5215 766 ESS PKP office at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii - OEMs and Vendors: - No specific OEMs or vendors are named in the documents - Products/Services Requested: - Integrated O&M support for JPARC, including: - Maintenance and operation of radar systems, communications, threat simulators, airspace management, weapons scoring, and IT/network systems - Operation and maintenance of Air Combat Training Systems (ACTS), including P5 Combat Training System pods, data links, and debriefing systems - Support for Integrated Air Defense Systems (IADS) and various threat simulators - Air and range space management, weapons scoring, video systems, transportation, refueling, engineering, IT/cybersecurity, and security/COMSEC management - Provision of subject matter experts (SMEs) for specialized training and operational support - Unique or Notable Requirements: - Contractor must provide qualified personnel with required security clearances - Management of Government Furnished Equipment and Facilities - Support for major combat training exercises such as RED FLAG-Alaska - Compliance with cybersecurity and Risk Management Framework (RMF) requirements - Services span multiple training areas and military facilities across Alaska - Period of Performance: - Base period of one year with nine option years, projected to start January 2027 (per attachment); initial government notice projects start on or about January 2029 - The government is specifically seeking industry feedback on the draft Performance Work Statement (PWS), cost accounting systems, risk identification, and mitigation strategies

Description

This is a Sources Sought, NOT a Request for Quote (RFQ) or Request for Proposal (RFP).

This Sources Sought will be utilized for market research purposes to assist with the planning and potential procurement of Alaska Range Combat Training Integrated Communications and Support (ARCTICS) II for the Pacific Air Forces (PACAF). In-depth description of services may be found in the draft ARCTICS II Performance Work Statement (PWS) attached. Please note, this is a draft PWS and is subject to change throughout acquisition planning.

The projected service start date is on/about January 2029.

The Government seeks industry comments in regards to the PWS. The responses/feedback received in response to this notice will be used to identify and resolve concerns regarding the acquisition strategy to include feasibility of the requirement, commerciality, and industry standards.
