The USDA Office of the Chief Financial Officer (OCFO) is seeking industry input for a managed services platform to handle utilities and telecommunications expense management and invoice processing across its operations. - Government Buyer: - United States Department of Agriculture (USDA), Office of the Chief Financial Officer (OCFO) - Contracting office: OCP-POD-ACQ-MGMT-BRANCH-FTC, Fort Collins, Colorado - Products/Services Requested: - Integrated Utilities and Telecommunications Expense Management (UTEM) and Invoice Processing Managed Services Platform - Must support invoice intake, validation, processing, and payment - Inventory management at service-level granularity - Reporting and analytics capabilities - Integration with USDA financial and operational systems - Onboarding and implementation services - Security and privacy compliance - Scope and Scale: - Platform must support approximately 500 site locations - Management of 14,000 utility accounts and 6,000 telecommunications accounts - Unique/Notable Requirements: - Preference for mature, commercial solutions with prior federal experience - Vendors must not be direct providers of telecom or utility services (to avoid conflicts of interest) - No specific OEMs, vendors, part numbers, or purchase quantities are listed - Place of performance includes New Orleans, Louisiana and up to 500 USDA sites across the continental U.S. and territories
