The Department of the Navy, through the Naval Information Warfare Systems Command (NAVWAR), is seeking small business innovation proposals for resilient wideband RF photonic architectures to support assured communications and Positioning, Navigation, and Timing (PNT) in contested electromagnetic environments. - Government Buyer: - Department of the Navy (DON) - Naval Information Warfare Systems Command (NAVWAR) - Navy SBIR/STTR Program Management Office - NAVWAR Communications and GPS Navigation Program Office (PMW/A 170) - Products/Services Requested: - Research and development of integrated, fiber-remoted RF photonic front-end transceiver modules - Must feature advanced interference suppression, noise reduction, and ruggedized deployment for maritime platforms (ships, aircraft, etc.) - Coherent link architecture with sub-1V Vp coherent modulator, polarization management, and optical I/O delivering I and Q signals - Capable of maintaining signal integrity under interference and capturing wideband signals - Phase I: Technical feasibility study and design concept - Phase II: Prototype development, testing, and demonstration in realistic environments - Phase III: Transition to Fleet and commercial dual-use applications - Unique/Notable Requirements: - Open to U.S. small businesses, including those majority-owned by venture capital, hedge funds, or private equity - Technology must comply with ITAR (International Traffic in Arms Regulations) - U.S. ownership and security clearances required - Use of Prototype Other Transaction (OT) for Phase I awards - No specific OEMs or part numbers are prescribed; innovation and adaptation of commercial technology are encouraged - Funding and Period of Performance: - Phase I base: up to $75,000 for 4 months - Optional Phase I extension: up to $100,000 for 6 months - Phase II: up to $2,000,000 - Place of Performance: - Work to be performed for and with NAVWAR and related Navy offices
