The Naval Air Systems Command (NAVAIR), part of the U.S. Navy, is soliciting small business proposals for the research, development, and prototyping of a High-Gain Directional Low-Frequency Sonobuoy Array for anti-submarine warfare (ASW) applications. - Government Buyer: - U.S. Navy, Naval Air Systems Command (NAVAIR) - Products/Services Requested: - Research and development services for a high-gain, low-frequency (<500Hz) directional sonobuoy array in A-size form factor - Phased work includes: - Phase I: Baseline sensor requirements, modeling, trade studies, preliminary system architecture, and prototype design report - Phase II: Prototype development and testing of low-frequency sensing elements and acoustical arrays, deployment mechanisms, and communication protocols - Phase II Option: Fabrication and over-the-side testing of deployable sonobuoy prototype, integration of beamforming and signal processing algorithms - Phase III: Production-ready design, integrated engineering and operational testing, transition to fleet deployment, and exploration of commercial applications - Unique or Notable Requirements: - System must operate at depths up to 1000 meters with at least 8-hour operational life - Must provide 17 dB gain and robust signal processing for deep-water tactical ASW - Compliance with NATO STANAG 4718 - Deployment from Navy Maritime Patrol and Reconnaissance Aircraft - Potential for classified work and security clearance requirements - Compliance with SBIR eligibility and cybersecurity standards (e.g., CMMC) - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Place of Performance: - Work and deployment associated with Navy Maritime Patrol and Reconnaissance Aircraft - Contracting managed by NAVAIR
