The Defense Logistics Agency (DLA) is seeking innovative small business partners to develop and manufacture fixtures and advanced technologies supporting supply chain resilience and mission readiness for the Department of War. - Government Buyer: - Defense Logistics Agency (DLA), including the Small Business Innovation Program (SBIP) Office and SBIR Program Management Office - Department of War (DoW) - Products/Services Requested: - US-based development and rapid manufacturing of custom and replacement fixtures for Navy shipyards - Emphasis on agile manufacturing, reverse engineering, and digital modeling without original technical data - Phase I: Feasibility and speed demonstration (secure data handling, prototype delivery, quality control, process analysis) - Phase II: Capability maturation, operational integration, qualification testing, and transition planning - Additional SBIR/STTR topics include: - Domestic production of refractory powders for aerospace/defense - Novel rare earth element separation methods - Magnesium-free flameless ration heaters - Enterprise digital thread and mission-aware decision intelligence platforms - AI-enabled cybersecurity and penetration testing automation - AI-assisted RMF pre-adjudication tools - AI-enabled mission planning for critical infrastructure - Weapon System Readiness Program (WSRP) for advanced manufacturing and alternative sourcing - Secure, AI-driven tertiary manufacturing capacity mapping - Unique/Notable Requirements: - All manufacturing and development must occur within the United States - Rapid response and delivery to reduce maintenance delays in Navy shipyards - Ability to reverse-engineer and fabricate fixtures without access to original technical data - Secure data handling and digital workflow integration - Focus on dual-use and scalable solutions for defense and commercial transition - No specific OEMs or part numbers are named in the solicitation; solutions are open to innovative approaches from qualified small businesses - Estimated contract values: - Phase I: Up to $100,000 for 12 months - Phase II: Up to $1,000,000 for 24 months (contingent on Phase I) - Phase III: No specified funding limit or duration, focused on commercialization and transition
