The U.S. Coast Guard is seeking a small business contractor to replace the roofing and gutter systems on two buildings at USCG Station Crisfield, Maryland. - Government Buyer: - U.S. Coast Guard, Department of Homeland Security - USCG Base Portsmouth (Procurement and Contracting Office) - Station Crisfield (Place of Performance) - Products/Services Requested: - Complete removal of existing roofing and gutter systems - Installation of new corrosion-resistant roofing system with architectural shingles, continuous ridge vent, self-adhered underlayment, and multiple types of flashing (base, counter, perimeter edge, eave, roof penetration) - Installation of new gutter system and downspouts matching existing size and color - Inspection and repair of roof decking and fascia as needed - Site cleanup, daily reporting, and compliance with safety and environmental regulations - Unique/Notable Requirements: - Roofing materials must be corrosion-resistant and suitable for salt air environments - Work must be completed within a strict 10-day period after notice to proceed - Warranty and inspection requirements apply - Contractors are encouraged to conduct a site visit to verify quantities - 100% Small Business set-aside under NAICS 238160 - Compliance with USCG site access and security procedures - No specific OEMs, brands, or part numbers are specified in the solicitation

Description

Contractor shall provide all labor, supervision, equipment, and material necessary for the removal of the existing roofing system and gutter system. Installation of replacement flashing where brick wall meets gable siding. Installation of new roofing system in its entirety. Installation of new gutter system and downspouts at USCG Station Crisfield, Crisfield MD 21817. See attached Statement of Work. This procurement is 100% set-aside for Small Businesses using NAICS code of 238160 and size standard of $19.0M. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See 52.212-2 for evaluation criteria.

All quotes must be submitted by NOON Eastern Time on 29-MAY-2026 via email to Jackson.A.Wysor2@uscg.mil and to Frank.R.Burton@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF 1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than NOON 21-MAY-2026. An amendment may be posted to clear up any ambiguities and answer all questions at one time. No oral questions will be accepted.

All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on 19-MAY-2026, 10:00 AM at USCG STA Crisfield; 810 Norris Harbor Dr., Crisfield, MD 21817. Interested parties must arrange site visits with MK1 Dominic Deview, 443-944-6728, Dominic.E.Deview@uscg.mil a minimum of three (3) days in advance. All visitors must complete a visitor access request form in accordance with Base security policy and present a valid Real ID or Passport as a method of identification. Full name, date of birth, and last 4 of SSN must also be provided. Visitors with a valid Military ID or RAPIDGate pass will not be required to complete the access form.
