Page 1 of 3 This is an INTENT TO SOLE SOURCE NOTICE only. This is an intent to sole source notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This announcement constitutes the only notice of intent to sole source and synopsis of proposed action. The Department of Veteran Affairs, Network Contracting Office (NCO) 21 will be awarding controlled substance removal program for VA Palo Alto Health Care System (VAPAHCS) Pharmacy, using 41 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION) or VAAR 819.7009 (DEVIATION) up to $5,000,000. 819.7008 Sole source awards to a certified service-disabled veteran-owned small business (only one responsible source and no other supplies or services will satisfy agency requirements), to EWA Direction. This notice of intent is not a request for quotations; interested parties may express their interest by completing the attached Market Research Questionnaire and returning it to Rachael.Becker@va.gov no later than 12 PM PST on 05/21/26. When responding to this announcement, respondents should refer to number 36C26126P0695, Notice of Intent in the subject line. A determination not to complete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after 05/21/26 at 12 PM PST, no viable responses have been received in response to this announcement, NCO 21 shall negotiate solely with EWA Direction. The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
