Army Seeks Automated HE Tissue Staining System Lease and Support for Martin Army Community Hospital

The U.S. Army Medical Command is conducting market research for a supply contract to lease and support an automated hematoxylin and eosin (HE) tissue staining system for Martin Army Community Hospital at Fort Benning, Georgia. - Government Buyer: - United States Army Medical Activity, Martin Army Community Hospital - Contracting office: MEDICAL READINESS CONTR OFFICE EAST, Fort Belvoir, VA - Products and Equipment Requested: - Automated hematoxylin and eosin tissue staining system (includes command center, sample management, barcode unit, reagent management, incubator, mixing, reading, input/output, cover slipper, UPS, onboard computer, software, manuals) - FDA-approved, medium to high-capacity analyzer (processes at least 300 slides/hour, automated programming, staining, drying, continuous/batch loading, barcode reader, USB, Windows 10+ compatibility, LIS interface, online venting, multiple staining capabilities) - Installation supplies (tubing, water/waste connections) - FDA-approved reagents (minimum 6-month shelf life, ready-to-use, temperature-controlled shipping) - Services Requested: - Lease, delivery, installation, validation, and removal of analyzer - On-site technical support, preventive and corrective maintenance, 24-hour telephonic troubleshooting, software upgrades - Staff training (initial at vendor facility for two personnel, on-site as needed) - Provision of temporary analyzers or alternate testing during extended downtime - Unique/Notable Requirements: - System must interface with MHS Genesis LIS (Cerner Pathnet, CoPath Plus) and specimen tracking systems - Barcode sample identification and LIS integration required - Must meet DoD Risk Management Framework (RMF) cybersecurity certification and obtain Authorization to Operate (ATO) within 12 months of award - Ongoing cybersecurity compliance and maintenance required - FDA approval required for all equipment and reagents - On-site support and rapid response to service calls (within 4 hours or next duty day) - Temporary replacement equipment if repairs exceed 10 days - Strict security and personnel clearance protocols for vendor staff - No specific OEMs or part numbers are listed, but requirements suggest compatibility with leading histology analyzer manufacturers.

THIS IS A SOURCES SOUGHT NOTICE ONLY: This announcement seeks information from the industry, which will be used for preliminary planning purposes for procurement. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. THIS IS STRICTLY MARKET RESEARCH. The purpose of this synopsis is to gain knowledge of the interests, capabilities, and qualifications of various members of the industry who have the capability to provide HE reagents equipment currently in use at Martin Army Community Hospital, Fort Benning GA. The equipment to be provided are described in the attached Statement of Work (SOW) and Technical specifications . 

All interested firms must be registered in SAM (System for Award Management) to be eligible for the award of Government contracts. Interested parties responding to this Sources Sought request shall submit the following information at a minimum: (1) Company name and address, point of contact with phone number, and SAM UEI. (2) Documentation relating to performance capability, current point of contact, and phone number. (3) Socio-economic status to identify the business class as a large business, SDVOSB, VOSB, small business, Woman Owned, etc. (4) Any other pertinent company documentation prior to submission of offers to a solicitation. Any SD/VOSB firms responding to this Sources Sought Notice must also provide proof of registration in the SBA Vet Cert prior to submitting offers to a solicitation.

This market research is for informational and planning purposes. This is not a solicitation and does not obligate the Government to issue a solicitation. Please be advised that the government will not pay any costs for responses and information submitted. All submissions are acceptable via email at donna.l.spence2.civ@health.mil.

RESULTS INFORMATION: Respondents will not be notified of the results, and it is at the discretion of the Government to utilize results. Firms responding to this Sources Sought announcement, who fail to meet all requirements as stated above, and who fail to provide ALL the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.  Please refer to the attached SOW and techncial specifications for all requirements in this request.
