Description
The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) Delivery Order under a Basic Ordering Agreement (BOA) N00019-19-G-0029 on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) in Owego, NY. This effort is for the production and delivery of hardware required for the Digital Magnetic Anomaly Detection (DMAD) to be utilized for Foreign Military Sales (FMS) Royal Australian Navy (RAN) and United States Navy MH60R aircraft parts, spare parts, over & above repairs in support of the Naval Air Systems Command (NAVAIR) Multi-Mission Helicopter Program Office (PMA-299). The Contractor shall procure, or manufacture, and deliver kits as defined in Engineering Change Proposal (ECP) 6761 covered by the DMAD Phase 1 Contract, N00019-19-G-0029-N0001920F0340. The items will be required to be delivered within 12 months after execution of each order and each option exercise. The subject effort is estimated to have a one (1)-year Base plus four (4) Option Years, with estimated delivery dates starting in March 2028, through March 2030.
Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received by the close of the synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
