The Defense Threat Reduction Agency (DTRA) is seeking preventative maintenance and extended service for Miniature Continuous Air Monitoring Systems (MINICAMS) and associated Getac laptops, supporting chemical agent monitoring for treaty inspections. - Government Buyer: - Defense Threat Reduction Agency (DTRA), Global Threat Reduction Directorate (GT), Mission Support Department (GT-MS), Technical Equipment Inspection (TEI) Branch - OEMs and Vendors: - CMS Research Corporation (sole provider of MINICAMS maintenance, parts, and certified technicians) - Getac (manufacturer of S410 laptops) - Products/Services Requested: - Preventative maintenance and extended service for four MINICAMS units (Series 4000 XSD and Series 3500 FPD) - Serial numbers: 9108, 3805 (4000 XSD); 9102, 3806 (3500 FPD) - Four preventive maintenance inspections per system per year - Emergency/unscheduled repairs, replacement parts, labor, travel, and reporting - Preventative maintenance for two Getac S410 laptops (serial numbers 703S0401, 703S0407) - Unique/Notable Requirements: - MINICAMS systems are proprietary; CMS Research Corporation is the only source for certified maintenance and parts - Maintenance is critical for compliance with the Chemical Weapons Convention (CWC) and supports DTRA's treaty inspection mission - Work includes both scheduled and unscheduled maintenance, with all replacement parts and travel covered - Contract is a follow-on to a previous award, with a base year and four option years - Place of Performance: - Fort Belvoir, VA (DTRA headquarters and contracting office) - Technical Equipment Inspection Facility (TEIF), Chantilly, VA (maintenance site)

Description

The Defense Threat Reduction Agency (DTRA) contracting activity proposes to procure without using full and open competition, in accordance with 41 U.S.C 1901 and Federal Acquisition Regulation (FAR) 13.501, preventative maintenance and continued extended service for four (4) Miniature Continuous Air Monitoring Systems (MINICAMS). This support is critically needed by the DTRA Global Threat Reduction Directorate (GT) Mission Support Department (GT-MS), Technical Equipment Inspection (TEI) Branch, in Chantilly, Virginia to detect chemical warfare material during Chemical Weapons Convention (CWC) entry inspections. These inspections are required by the CWC treaty inspection protocol. This is a follow-on contract action, subsequent to contract HDTRA1-21-C-0067. The period of performance will be 12-month base period, with four (4) 12-month option periods beginning on or about August 31, 2026.
