Description
This is a combined synopsis/solicitation for commercial products prepared in accordance with part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued.
Solicitation number W50S8R26Q0013 is issued as a Request for Quotation (RFQ) for vertical concrete forms. This solicitation is a 100% small business set-aside. It incorporates provisions and clauses by reference, which can be accessed electronically at www.acquisition.gov. The applicable NAICS code is 332322 with a size standard of 500 employees. This action will result in a firm-fixed price (FFP) purchase order using simplified acquisition procedures.

Instructions to Offerors-Commercial Items.
1.GENERAL INSTRUCTIONS TO OFFERORS:
This RFQ is issued in accordance with RFO FAR 12. The contracting officer has discretion to solicit, evaluate, and award in a simplified manner to maximize efficiency and minimize costs. The Offeror’s quote shall be submitted electronically as outlined below. The government contemplates awarding a single FFP contract based on competition among small businesses where the most advantageous quote, considering price and other factors, will be selected.
1.1. Questions regarding this RFQ shall be in writing and sent via email to jeffrey.snyder.20@us.af.mil. The question cutoff date is 11 May 2026. All questions will be answered electronically to ensure equal access.
1.2. The Offeror is notified that the Government will not reimburse costs incurred for quote preparation.
The evaluation and discussion procedures follow FAR 15.203 but do not apply to this acquisition. The evaluation will be based solely on the RFQ response.
1.3. The government does not plan to hold exchanges after receipt of quotes. Respondents should submit their best offer initially. If exchanges are necessary, they may occur at the discretion of the contracting officer, without following FAR 15.204 rules. A competitive range may or may not be established.
1.4. Quotes must conform to all RFQ requirements. Non-conforming quotes may be rejected.
1.5. By responding, the offeror agrees to all RFQ terms, conditions, and provisions.
1.5.1. The quote shall be submitted electronically to the addresses listed under “Quote Submission Instructions”. The deadline is 13 May 2026, 1:00 P.M. EST.
1.6 Quote Organization
1.6.1. The quote shall consist of three volumes: Technical, Past Performance, and Price. It should demonstrate the ability to perform and meet all requirements.

1.7. Volume 1 – Technical: Provide a product specification sheet with all proposed products, including description, manufacturer, part number, quantity, and country of origin. Specifications must be adequate for evaluation.
1.9. Volume 2 – Past Performance: Information may be obtained from sources like CPARS, SPRS, GSA, or FAPIIS. Note: This RFQ does not require a past performance submittal from quoters.
1.10. Volume 3 – Price: Include all cost and price data supporting your proposal. Certified cost data are not required, but the government may request additional information.

1.11.1. Only electronic submissions are accepted. Volumes should be clearly indexed and assembled.

BASIS OF AWARD - EVALUATION
1. Basis for Contract Award – Evaluation of Offers - Simplified Acquisition Procedures
(a) The government intends to award a single, firm-fixed-price contract to the responsible offeror whose proposal is most advantageous, considering price and other factors. The evaluation will compare offers based on the following factors:

(b) A quotation is not an offer and does not establish a contract. A contract is formed when the government issues a purchase order that the supplier accepts.
2. Quote Evaluation: Organized by Volume
Volume I, Technical
1. Technical Evaluation: Capability will be evaluated as Acceptable/Unacceptable based on the product specifications. To be technically acceptable, the product must meet all requirements. Quotes rated unacceptable will be eliminated. All non-price factors must be rated acceptable for award consideration.
Volume II, Past Performance
1. General: Past performance assesses the contractor’s ability to successfully perform based on recent and relevant work. It considers contract compliance, quality, cost, and schedule. Recency is within the past three years. Only the quoter’s own past performance is evaluated, not that of subcontractors or affiliates.
2. Assessment: Past performance is evaluated on recency, relevancy, and quality. Sources include CPARS, SPRS, GSA, or FAPIIS.
3. Ratings:
Relevant: Similar scope, magnitude, and complexity. Not Relevant: Little or no similarity to the RFQ scope. Acceptable: Performance indicates successful capability or unknown. Unacceptable: Performance indicates likely failure to perform.
Volume III, Quote
1. General: The merit of the quote is based on acceptability and total price.
2. Acceptability: The quote must conform to the RFQ, unconditionally agree to terms, and be from a responsible contractor. Exceptions may render the quote unacceptable.
3. Price: The price will be evaluated for fairness and reasonableness per FAR 12.204.
Compliance and Responsibility
1. Compliance: Prior to evaluation, SAM.gov data will be checked for compliance. Non-compliance may disqualify the quote.
2. Rejection of Offers: Quotes may be rejected for failing to respond properly, lacking technical competence, containing errors, late submission, or non-compliance with RFQ terms. Clarify ambiguities before the deadline.
